History of C.E.E.C

In June 2011, the CEEC became a Public Establishment by Decree number 011/28 of 07/06/2011 fixing the statutes of a Public Establishment. One of the DRC's main treasures is precious and semi-precious materials in general and diamonds in particular. They are exploited and channeled to the official circuit for the benefit of mining operators, the local population as well as the Congolese state.

It should be noted that the CEEC regulates mineral substances in the various sectors. It controls the quantity and quality and then determines the value of the lots of materials intended for export.

The CEEC enjoys administrative and financial autonomy. It is chaired by a Managing Director, assisted by a Deputy Managing Director. It also includes Central Departments. Its work is relayed in the Provinces by the Provincial Directorates, Branches and Auxiliary offices. CEEC works in partnership with approved trading posts, mining companies and processing entities.

 

Before arriving at its current formula of public establishment, the CEEC went through many changes, namely:

  • CNE from 1984 - 2000 by Ordinance No. 84/056 of February 18, 1984;
  • SDC from 2000 - 2001 by Decree No. 129/2000 of 25/09/2000;
  • CEEC from 2001 - 2003 public service by Decree n ° 052/2001 of September 22, 2001;
  • From 2003 - 2009 Public Company by decree n ° 036/2003 of March 24, 2003;
  • From 2009 - 2011 Public Service by Decree n ° 09/57 of 03/12/2009;
  • From 2011 to date, Public Establishment by Decree No. 11/28 of June 07, 2011.
